Let me start off by applauding you for apparantly putting down a bit of effort which is a rare thing here if you ask me. I'd like to follow up with the first thing that comes to my mind, it's apparantly drawn from a collage or photo since it's a drawing of a photo of a person rather than a drawing of a person. The whole picture is flat and messy leaving a garbled impression rather than a clear focused one. For advice I suggest you practice drawing real people and shapes, tell your mother, father, friends or if they are unavailable pick some object(s) fruit, cans, furniture. Get down the shapes and think of them as 3d instead of images and draw the spheres and cubes that build them. Another important flaw is the fact that it's all roughly the same shade of grey, large areas of black/white combined with more intensive greyscale really helps you lifting out important parts of the picture and creating an interesting light and focus.

Oh yeah and stop smudging with your fingers, buy a pack of those small rolls of paper to smudge with! Finger smudging looks like shite.
